Detroit - The city council unanimously has passed an amendment to its noise ordinance to penalize motorists whose music is plainly audible from more than three metres away.
"I drafted the ordinance because of the proliferation of boom boxes in cars," Councilwoman Barbara-Rose Collins, sponsor of the ordinance change, told the Detroit Free Press. "You drive up to one and your heart is beating out of your chest."
The ordinance approved Wednesday goes into effect in a
week unless Mayor Kwame Kilpatrick vetoes it.
A first offence for noise from a motor vehicle could result in a $100 (U.S.)
ticket, with escalating fines for the second and third times. The third
offence also could result in 90 days in jail.
Councilwoman Sheila Cockrel said while she agrees that people should not be assaulted by loud music, she hopes the city police will not use the ordinance to harass young people.
Other Michigan cities have clamped down on how loud people can play their music. This spring, Redford approved a measure that bans music that can be heard eight metres away from its source before 8 a.m and after 10 p.m.
