Repeat traffic offenders still have licenses

Two Springfield men each have more than 100 citations

 According to Sangamon County Circuit Court and secretary of state records, Donald L. Feagans III and Jason E. Holman, both 27, have been cited so many times that one local attorney says they should inspire anger among local residents. Court records show that Feagans began getting traffic tickets before he was old enough to drive. ... In total, he's received at least 102 tickets. Holman shows a similar pattern. He's received at least 184 traffic tickets since 1992, when he started driving illegally at age 14, according to court records.

Since then, Holman has been ticketed for not having insurance at least 35 times, five times for letting his driver's license expire, six times for having expired license plates, at least 46 times for moving violations such as speeding or running lights or stop signs, 22 times for loud mufflers or stereos, 17 times for not wearing a seat belt, and 11 times for driving while license suspended (between 1998 and 2000), among other citations.
