First of all, I don't understand why the people who drive around in their car with the music blasting or the boom box bursting at the seams, think that everyone wants to hear the loud music as well.  Even when you look over at them with a face expressing "Please cut the music down" or roll your window up on them, they look over at you as if to say - "so what?".  You would think that it is a sign that you don't want to hear the loudness.   They just do not care!  But not only have I experienced the loud music in cars.  I also hear the loud music at my apartment complex from neighbors and their visitors.  I have had several encounters with one neighbor that the manager has made it the responsibility of the individual to warned her visitors to cut the music down when enterring the apartment complex and if not, he/she will be ticketed.  However, it's not enforced enough.  They still do it.  Again, they just don't care!  I've had to deal with the loud noise so much at my apartment complex till it has made my stress level just go out the roof.  Sometimes I do not even want to go home.  Thoughts of staying at a hotel has crossed my mind many times.  (But as much as I pay in rent, I think I should not have to leave my home just to get some peace and quiet when I come home from work.)  This is why I am moving and looking to buy a home out in the country or an area that is not so proned to the nosie level (at least from cars). 
 
Maybe nothing can be done at the apartment complex but why can't a police give out a ticket due to this loud noise level?  I often find myself saying "where is a policeman when you need one?"     This problem has just gotten out of hand and it seems that no one wants to do anything about it, meaning our lawmakers.  Srely they hear this loud music too!  Isn't it disturbing to them as well?
